You can find the Static Block item in the left WordPress menu. Click it and you’ll get the list of imported static blocks and also you’ll be able to create the new one.
Contact your hosting provider. Their support should be able to check the server error logs and fix the limit that you reached. We don’t manage the server settings.

Point is that the mobile menu does not work correctly with the Static Block elements and we can’t support the styling of all the possible content that customers could add to the block.

If you disable this option in the W3 Total cache plugin https://prnt.sc/10d06ct there is no problem with images. Or keep that option enabled but go to Theme Options > Speed optimization > Images loading type and choose Default. Just don’t enable these 2 options at the same time and everything works ok.

So, disable plugin.

1) You use the Elementor builder to create the layout of the single product, so Theme Options does not work for the product gallery in this case. You need to use default WooCommerce templates for the product images and default WooCommerce gallery.
