1) go to Appearance > Widgets > create custom widget area and add the necessary widget.
2) Edit your footer static block and add the Widgetized sidebar element to the column, choose the newly created widget area.

1) Unfortunately, WooCommerce does not have such option for the attribute terms by default. Try to contact WooCommerce support, maybe they will offer you some solution.
2) Filter by the attribute also shows the specific results only, not all the attributes, this is how WooCommerce plugin works.
