Do you mean this text in the header on your site: “FREE SHIPPING OVER C$99 (CANADA ONLY)” ?
Unfortunately it can’t be translated via WPML.
We can recommend you to upload original header-structure-2.php file and write your text in WP admin > Settings > General > Tagline. After that you’ll be able to translate it in WPML > String Translation.

2. We recommend you to use WPML plugin to have correct multilingual site.

Please try to install theme using FTP connection. On your local PC extract XMarket_Theme.zip file and upload the extracted folder to /wp-content/themes/ folder on your server. Navigate to Appearance -> Themes and activate XMarket theme.
