1/ Your site language is English (Dashboard > Settings > General > Site Language) so in Theme Options you enter the English text and then via String Translation you add a translation for your second language.
Another solution can be using Multiple headers: Header Builder > Multiple headers > create a custom header and in conditions set it for all pages of a particular language and change texts in settings for that header.
