To speed up the queries make sure that your DataBase is optimized if you have appropriate experience with DB https://www.cloudways.com/blog/wordpress-database-optimization-guide/ or hire an expert who will help you with this (unfortunately, individual site optimization is outside the scope of our support).

We would recommend you to check the list of active plugins and disable plugins that you don’t use because every additional plugin slows down the site. For example, choose one of 2-page builders (either Elementor or WPBakery) and disable the other one.

I’m afraid that problem is related to WPML plugin.
WPBakery uses random custom classes for any row/column/element that you edit and use Design tab (adding the border, margin, paddings or bg) and apply styles for these classes http://prntscr.com/t9vkkt Once you edit the row WPBakery changes the row/column classes and update the custom but when WPML is enabled it does not update the mentioned custom CSS according to the changed classes. I think you need to contact WPML support to find out why this happens. We can do nothing with this because it’s related to the way WPML duplicates and updates content for sublanguages.

Also, we will be grateful if you share with us their reply about this compatibility issue with WPBakery. I’m sure that somebody already asked them about this.

So, clear browser cache or check the site using another browser to see that it was fixed.

2) We found some strange issue that the header disappears if you sent the condition for the Elementor footer. Could you, please, provide us with FTP access to your site to check it in more detail and help you.

3) Use Static Block to edit footer till we fix problem with the Footer templates of the Elementor plugin.
