I’ve investigated that when these plugins (Slider Revolution, MailPoet Newsletters, Image Widget, Display Widgets) are disabled images can be added to the element.
The same issue persists with default WordPress theme Twenty Fifteen too, so it’s not related to our theme only. You can check it yourself.
We recommend you to contact your hosting provider support and ask them to check error logs to find out what exactly is causing this problem.

Please take my apologies, but you’ve created menu with help of Max Mega Menu plugin and we don’t provide support for 3rd-party plugins.
If you disable this plugin and create full width menu as described in the documentation https://www.8theme.com/demo/docs/legenda/index.html#!/primary_menu you’ll see it works for both menus.
