As for live chat, you had incorrect url in Live Chat > Options > Offline > Redirect offline button to an URL. I’ve added http:// in the field. Check the chat now.

Concerning the footer, you need remove the block you set in “Use custom footer for this page” section in each page editor because “Footer 1” area in Appearance > Widgets will load footer for all pages.
