I’ve enabled Elementor for static blocks – https://prnt.sc/9XcvBLuCIq2Y , so you can edit Footer using Elementor now – https://prnt.sc/WWJ0sZJVcA7P and PreFooter https://prnt.sc/N0cGcKT-dkjN
Go to Theme Options > Speed Optimization > Menu Dropdown Ajax Loading, Menu Dropdown Cache, Menu Cache, Static Blocks Cache > Off. Activate mentioned options once all changes to the header/footer will be done.

4/ Try to disable all the third-party plugins (including cache plugins), that do not come bundled with XStore https://www.8theme.com/documentation/xstore/plugins/included-plugins/ , clear the cache of the browser, and check then. Maybe one of the additional plugins is a reason for the problem.
