Blog page is an archive page for posts (default one from WordPress), it can’t be edited using any editor (independent of the theme).
You can create a custom page with 3 banners that will link to 3 more pages where posts will be shown using one of Post/Blog elements. Every page has [8theme] Layout options – http://prntscr.com/taxngc
