Looks like you are using an additional plugin to add the popup.
We do not give a guaranty for full theme compatibility with all existing 3rd party plugins. Sometimes, not always, you need additionally customize the theme or plugin to make them work together. Unfortunately, it’s not possible for the author to make the theme compatible with all the existing plugins and additional customization is outside the scope of our support.
Try to disable Add To Cart With Quantity (Simple Products) in Theme Options > WooCommmerce (Shop) > Shop > Products style, clear cache and check. Try to disable “AJAX Add To Cart For Simple Products” in Theme Options > WooCommerce > Single product page > Single product layout.

There is no need in static blocks. Olga just re-save settings (Theme Options > WooCommerce (Shop) > Single product page > Single product layout > Location Of Upsell Products > Sidebar). Once you select Up-sell and cross-sell for product, they will be displayed automatically.
