1) 8theme – Filter Products by Price has Filter button http://prntscr.com/r63qro to apply the filter you need to click on the button, but on your site, this button is not visible because of dark version enabled http://prntscr.com/r63srg http://prntscr.com/r63rt6 , so I would recommend you to disable the Dark version in Theme Options > Styling.
Also, you can enable Ajax Product Filters (Theme Options > WooCommerce (Shop) > Shop > Shop page Layout http://prntscr.com/r63ttx ).
2) 8theme – Active Product Filters shows only applied filters so it is not visible from the start on the Shop page. As I can see it works correctly on your site – http://prntscr.com/r63usi
3) Filter Products by Rating – will be displayed once your products get different ratings. If you have products without rating and 5-stars products only, there are no parameters for sorting.
4) 8theme – Swatches filter –

2. Disable Header overlap in Theme Options > Header builder > Header overlap. There is no such possibility, the sticky add to cart is available for single product page only.
You can maybe find a plugin that can provide this functionality, but we don’t give guaranty for full theme compatibility with 3-rd party plugins.
