I’ve changed “Site Preloader Image” via Theme Options without any problem https://prnt.sc/u7vrt7 , clear cache, and check. Please, be more specific and describe in detail what exactly doesn’t work.

I can see this strange situation on your Home page, but for example, Services page can be edited.
Try to create a new page with the desired content and set it as Home via Settings > Reading.
To troubleshoot problem with the current Home page, try to disable all 3rd party plugins. Try to enable debug mode in WordPress – https://wordpress.org/support/article/debugging-in-wordpress/ to find out what error appears on your site, it will point you in the right direction what needs to be fixed.
Let us know results and provide FTP host, FTP login, FTP pass, FTP port.
