We’ve find a fix to this problem and you don’t need use some 3rd plugin.
Please open style.css file then find and replace

.category-description{ display:none; }

to

.category-description{ display:block; }

and save change.

I’ve created a Test Static Block. Then set it like sidebar and it’s working fine.

In your Static Block you forget to add Row element. Please recreate your block like to my Test block.
