It depends on what exactly you want to change. It could be either changes of the php files or changes of CSS styles. I can help you with minor CSS changes. If you need major customization you may contact WPKraken team.
If you want to change the cart icon position you can choose one of the available options in Theme Options > E-Commerce > Shop.

At present, you can change the position of the sidebar only (in Theme Options > E-Commerce > Sidebar position for mobile) but there is no way to make just button instead of the sidebar.

But it’s a good suggestion and we’ll try to implement it in one of the next updates.

Also, we have the ready translation for your language – almost 60% of strings are translated, so you can use it and change the necessary strings. I have uploaded our translation files and made the archive or your translation files. You’ll be able to change them back if you don’t like our translation.

You can add the Static Block widget to any widget area you need and choose that Static Block. If you want to add that row into another page as content then you may copy Static Block code from Text tab of Classic editor and paste at the end of the code on the page where you want to add it (also using Classic editor and text tab). After that you may switch to Visual editor and move or change the content.

1) My account page is default WooCommerce page and it does not have tabs there and there is no option to do this. Maybe you can implement this by additional customization. Contact wpkraken team if you need help with this because additional customization is not included in theme support.

2) Yes, you can use the same license for the 1 staging site.
