Product categories widget in the sidebar displays list of all the categories you have. It does not have option to hide some categories from that list. You may try to implement this only by additional customization.

Maybe I don’t understand your issue. If you enable the Slider stop on hover option it does not slide till your mouse is over the slide, once you remove the mouse it slides again. It works and the option does not disable if you don’t disable it in the element settings.
Mousewheel control means that slider slides once you use the mouse wheel. It also works fine for me. I saved the options. Waited for a few hours, checked again and it still works.
So, what effect do you want to achieve? Maybe we are talking about different things.

1) We have created bottom slider using Static block instead of the Promo element because Promo element has some issues with the translation to other languages. So, translate Header promo slider static block to other languages.
2) To translate strings that you added from theme options use admin strings translator
