Please check if shipping method works with Twenty Fifteen theme (default WordPress theme).

To fix the issue with 2 “Proceed to Checkout” buttons you need comment the code <?php do_action( 'woocommerce_cart_collaterals' ); ?> in the file wp-content/themes/blanco/woocommerce/cart/cart.php on line 144.
