Hello,
1) Did you install the cache plugin? As a rule, you can enable “Defer parsing of JS” in cache plugin settings.
2) To fix the page redirects read this post https://www.seoptimer.com/blog/avoid-landing-page-redirects/ It’s not related to theme.
3) noop.js file is something that related to PayPal, probably you are using some third-party plugin to add the PayPal payment method, so contact the plugin author to find out how to fix the issue with the speed of their plugin and this file.

It’s empty till you start customization in case you need this. Child theme does not affect the site speed in any way if it’s clear, without customization that may slow down the site.
