Or add the Newsletter element into the desktop header content, Newsletter On > On delay, then it will be shown on desktop and on mobile. Custom CSS can be used to hide the Newsletter popup for desktop.

Elementor > Settings > Post types > enable Elementor for static blocks, then edit Footer static block using Elementor.
Theme Options > Speed Optimization > Menu Dropdown Ajax Loading, Menu Dropdown Cache, Menu Cache, Static Blocks Cache > Off. Activate mentioned options once all changes to the header/menu will be done.
