It is correct, the Shop page is a catalog page for products that can’t be edited using page builder. Available settings you can find in Theme Options > WooCommerce (Shop).

1) By default, there is no such possibility.
2) You can change Content Zoom (%) for header or add the next code to affect the “Cart” title only (Theme Options > Theme Custom CSS):
