Do you have any sort of caching on your site? This is server-side caching, either through a plugin or your hosting provider, not a browser cache. If so, I would try resetting/emptying that cache. If you have any sort of performance optimization plugins installed, it might be worth it to try disabling those temporarily to see if that solves the issue.
