did you check the child theme functions.php with any other simple function?

did you change child theme functions.php header?

1) yes, follow the standard/usual procedure where you will be changing the site url.

2) it may affect slightly. it is always recommended to remove unused pages.

Second, the reason for this is varies from your browser cache issue to configuration files.
Third, if you google it “wordpress Sorry, you are not allowed to access this page.” you will get results where you can see millions of users asked the same question in millions of theme support sites.
