That’s a static prefooter.
you can edit that in static blocks > prefooter
before that Enable Visual Composer for all
Visual Composer –>> Role manager where select ‘custom’ in post type and check all the post types..
refer the screen shot :
then enable the ‘Backend Editor’ in the post / page or where ever you want to edit…
