Follow this article to translate WooCommerce – https://docs.woocommerce.com/document/woocommerce-localization/
This one for the theme translation https://www.8theme.com/demo/docs/woopress/Theme_Translation/Base_Theme_Translation.html
Do not forget about Core plugin – Loco translate > Plugins > Core > New language > Choose a language + Choose a location – System > Start translating (you do not need to translate all plugin, just strings visible on frontend).
“Text For Empty Cart” you can find in Theme Options > Shop

What do you have on the site right now? Have you installed a full organic01 demo of Home page only?

The structure of the static block was a bit broken. I’ve enabled WPBakery Page Builder for static blocks (https://www.8theme.com/documentation/xstore/plugins/wpbakery-page-builder/) and edit your footer. Please clear all cache and check now.
