I have tried to change the footer Menu from Static Block and it is working fine on the frontend too, here are the screenshots: https://ibb.co/1vQLJwT https://ibb.co/P4L0q4S
So you can simply create the new Menu from Appearance >> Menu and then that Menu will also be available in the Menu element under Footer Static Block and you have to choose it from there and it will work for you.
