Do you want to create header or footer using that plugin? Are the built-in options to edit header (Theme Options > Header builder) and footer (https://youtu.be/gY-x4m47Duo but use the Elementor page builder instead of WPBakery https://xstore.helpscoutdocs.com/article/47-static-blocks) not suitable for you?
You can install the https://wordpress.org/plugins/header-footer-elementor/ plugin via Plugins > Add new > search for the Elementor – Header, Footer & Blocks Template.
