You need to translate the parent theme. The child theme should be translated only in case you added custom code in child theme that includes localization functions.

If your translation files for the theme, Core, WooCommerce are synchronized but do not work, contact us once the site will be live, so we could investigate the problem more deeply.
Also, make sure that it is not a cache problem.

As I know WooCommerce filters never worked out of the Shop or WooCommerce archive page. It is not a problem with our theme, but the default functionality of the WooCommerce.
Also, OnSale Page plugin works on my test site. Did you select a page like shown here – http://prntscr.com/qv1fm5 ?
