Hello @dofy,
1. Unfortunately, it is not possible to add more rows to the header using the Header Builder. It provides three rows by default (Top, Main, Bottom).
If you would like to add content or a row above or below the header, you can create a static block with the desired content and then choose it in XStore >> Theme Options >> Global Sections. You can refer to the screenshot provided for further guidance: https://postimg.cc/75RJV1Zy
Or you can add content into Theme Options > WooCommerce > Store Notice.
Or add a connection block with 2 elements (for example menu and promo text) then activate the Vertical block option for the block, and mentioned elements will be placed one under another – https://prnt.sc/rBMlbVlf3bzm
