  Is there any way to add country selection to the cart page prior to going to the checkout page.

  This way country based taxes could be calculated/hidden depending on country selection.

  I ask because i believe by default WooCommerce has this feature.

  Sorry, but this is related to Woocommerce configuration and you have to refer to their support regarding it or search for some plugins.
