The problem is the color of the footer is changing constantly between the configured color (pink) and the default theme’s color (dark).

I am using Static Block in my footer. I have configured different background color from the default footer color.
The problem is from time to time and in some pages the footer appears in dark color which was the default theme’s color.
I have cleared all cache (server and browser) and I don’t use CDN at this point and again from time to time the color appears dark. Even in devices which open the website for the first time the problem is observed.
Do you have any suggestions what could be the problem?

As usual you was right 🙂 – I forgot to “uncomment” the line in the php.ini.
Ok, so this solved the issue 1 but unfortunately the issue 2 still persists.

The max_input_vars in the php.ini have been set to 8000 (tried with 3000 as well).
The server was several times restarted and I made sure the configuration in the php.ini is stored correctly.
I am still not able to save the configured menu 🙁

I checked once again the csv file type in Network Admin settings – no change.
I added the code in the functions.php in the child theme – no change.
I installed the “Disable Real MIME Check” plugin by Sergey Biryukov – bingo, success 🙂

csv file type (with space) added in the Upload Settings.
The same error message is seen on Legenda and Storefront themes 🙁
“Sorry, this file type is not permitted for security reasons.”
