The header doesn’t work and the template is very slow

Hello. How do you change the web header? In the APPEARANCE section I change it, I see that it is changed, and when I go to the HOME page it is not changed. Also, when I want to change the header, the web paralyzes, it doesn’t work well, is very slooooow. Please, we fix this or ask for the money back. Thanks.
