Anchoring issue, on ipad view the anchoring works but on desktop and mobile it is not working

    On the footer there are services which when click, I want it to link to the specific section of the service page. However now the anchoring only works when it is on iPad view. When on mobile and desktop, the anchoring doesn’t work as it is. It will only bring me to the top of the page instead. How can I fix this?
