Where do I edit this part that’s next to the Description tab?

You can edit this part in Dashboard->Theme Options->Single Product Page->Return.

Hello,

for editing single product page data tabs please check following article: https://docs.woothemes.com/document/editing-product-data-tabs/

If you will make any changes in theme files – please make them in Child Theme.

i try several times to change the text of Returns & exchanges section but after save changes, i still have the old text who came with the template

Hello,

Please contact your hosting provider support and ask them to increase value of the max_input_vars function to 4000 instead of 1000. After that try to change Custom tab title.
