Hello,

There is no such option by default in WooCommerce. Maybe look for additional plugins that allow you to implement this.

Hello,

1) Go to Theme Options > WooCommerce > Shop > Shop page layout > Shop Page Banner Position > choose At the top of the page.

2) Go to Products > Categories > edit the category and add the banner image to the product category description.

Hello,

You did not add the banner to the category description http://prntscr.com/v9k3yn You used it for the category breadcrumbs (heading). I have moved it to the product category description and it works ok. Check now.
