I see that issue appears if WP Fastest Cache is enabled. You use W3 Total cache why do you need one more plugin? I suppose plugin conflicts if you use both.

Elementor plugin cases his styles to .css file. You use cache plugins and they cache all the CSS files. So, if your site is under development then disable all the cache plugins you have, make changes you need and enable cache plugins after that. Or clear all caches you have and browser caceh after every change.
