1) Go to WPBakery > Role manager > enable builder not just for pages but also for the static block http://prntscr.com/t0r4ho
2) After that go to Static Block > edit it and change the image. If it does not work then provide us with Dashboard access to your site to check.

I am using Elementor builder, not WP Bakery
