There are certain elements of my woocommerce parts that are not translating such as Add to Cart Buttons, Description tabs etc.
How do I go about translating those.

The add to cart button and the description and review tabs aren’t translating
Also when you click Add to Cart the pop up window is not translated – the buttons continue shopping and checkout are still in english
The checkout pages are still in english etc.

As you’re using Polylang plugin to translate the theme you have to translate default.po file in the directory wp-content/themes/legenda/languages and name it with your language prefix you created in Polylang en_EN and nl_NL. So you’ll have 2 .po files nl_NL.po and en_EN.po and 2 .mo files accordingly.

at the beginning.

And if I have english and dutch languages do I have to upload two separate PO Files?
And do I add the locale code twice in wp-config?
Also, the PO file from the theme doesnt give me the option to change the Add to Cart Button.

Yes, you should create translation files for both languages.
The Add to Cart Button is related to Woocommerce plugin. You need translate their files too https://docs.woothemes.com/document/woocommerce-localization/#creating-custom-translations-with-poedit .

The situation as it stands is
1. I have created two PO files – one for en_EN & one for nl_NL – i have translated these in the POEDIT program saved and uploaded via FTP into the languages folder within the theme. I have also edited the wp-config file with both the EN & NL $locale codes
Following from this, still only some of the items were translating
Please see the shop overview page when in the NL Language and the Add to Cart is still in English whereas if you go into the product itself the Add to Cart is translated into Winkelwagen as I want it. Why is one button updating and not the other?
I installed the Loco Translate plugin on to the website and did further translation using this but still nothing updating.
Not only that, now when I log into the admin panel of the website the entire admin panel is in Dutch?
Can someone please give me clear instructions into what I perhaps am doing incorrectly. This is becoming very frustrating. I have spent over 9 hours trying to figure this out.

You’re using a lot of translation plugins.
We recommend to use only WPML as we know it’s fully compatible with the theme.
If you want to use other plugin you have to contact its author to get instruction how to work with that plugin.
We don’t guarantee full compatibility of other 3rd-party plugins with the theme.
Activate all WPML plugins and translate the theme using String Translation https://wpml.org/documentation/getting-started-guide/ .

I tried to upload the WPML but kept getting an error.

As you can see the error is shown that there is a conflict with other plugin polylang. Delete it and install WPML.
