Translate emails with a free plugin easily

Hello,

I want to know how I can create a translated version of the email sent from the store.
I have already edited the available templates in English, but I also want to create an Arabic version. The customer might be from the same country and use either Arabic or English, so customizing the template based on the country won’t work.

I tried using Loco Translate or TranslatePress, but it didn’t work.
I don’t want to use WPML because it’s not free.
