The changes of The page and static Blocks are not updated

When I configure the page and my footer with the static blocks, I use some settings but they are not displayed correctly when the page is updated. I don’t doing something wrong, Where can this be set? Please have a look at the screenshots.

1. I have disabled Menu cache and static blocks cache via Theme Options > Speed Optimization
2. I have cleared cache way more times than I care to admit and tried different machines, browsers and OS.
