I want to have a static image on the front. With the functionality of being able to have a button for them to click on. Like the layers but with only one image. I have used revolution slider but with only one slide is reloads every so often and the load rate is slower than if I could just have a static image.

Hello,

You can use only one slide in Revolution Slider. Please refer to the documentation:
http://revolution.themepunch.com/documentation/#general_settings > Single Slide.
Also you can try to use Single Image element in Visual Composer editor.
