Product Hover Effect – can’t disable the switch to gallery image on hover

I’m trying to disable the product image effect which is currently switching to the gallery image, where one exists.

I’ve gone to Customise|WooCommerce (Shop)|Shop|Products Design and changed the Image Hover Effect to ‘Disable’ however I’m still getting the effect where there are multiple images for the product?

Is this the correct place to configure this action?

These settings should work for the Shop page, but own settings of product have the highest priority: Edit product > https://prnt.sc/Wz8TWbjb6blh
