Pricing & Discount plugin. Certain discount rules not working

hi, I would like to set two different % pricing for two different customer for different product category.

For example, Customer A entitled for 25% discount for snacks category, while customer B entitled for 20% discount for snacks category.

The 25% rules are on top, while 20% rules at the bottom. Both conditions are when customers logged in with respective email address. But the bottom rules aren’t working. Item prices will become $0 value instead.
May I know how to do the correct setting for this or are we entitled to contact their support regarding this issue?
