Prices listing in both Ex vat and Incl vat

my shop is listing prices in both incl vat as excl vat even though I have set the prices in woocommerce as inclusive vat and entered prices inclusive vat. Is this a woo commerce problem or theme problem?
I include a screen shot of the tax settings I’ve entered.

Please note that the display of prices including or excluding VAT can depend on both WooCommerce settings and theme configuration. We recommend first checking your WooCommerce tax display settings under WooCommerce > Settings > Tax, ensuring that the options for “Display prices in the shop” and “Display prices during cart and checkout” are both set to “Including tax.”

If these settings are correct and the issue persists, please temporarily switch to a default WordPress theme (such as Storefront) and check whether the problem remains. This will help determine whether the issue is related to WooCommerce itself or to the theme.

Kindly share the results of this test.

I disabled the theme, installed a different theme and the problem persisted.

I also disabled all other plugins to see if a conflict might be influencing the prices, but the problem was still there.

What is interesting though is that if I change the settings to “Prices entered exclusive tax” and the other two settings also changed to “Exclusive tax”, the prices are then displayed inclusive tax.

But, it seems it is a woo commerce problem, unless you have ideas about how to proceed.
