  We would like to know is it possible to restrict shipping to only one city and also disable the city and state fields on the checkout page.

  Shipping settings are independent of the theme and come from WooCommerce plugin. Check documentation of the plugin or contact support of it – https://docs.woocommerce.com/document/setting-up-shipping-zones/
