  Hello,

  To create cookies popup install Cookie notice plugin (XStore > Plugin Installer).
  To create newsletter popup you can add the Newsletter element to the header http://prntscr.com/w416aw and set it according to your needs. Use the Mailchimp plugin to create newsletter form https://www.8theme.com/documentation/xstore/plugins/mail-chimp-form-custom-styles/
