Looking for instructions to create interactive image

Hi,

Could you give me a link to instructions on how to create an interactive image and use the Interactive Image element for WPBAkery?

Also, I don’t understand what the tooltip function does. Could you also link me to more info?

Re Tooltip, I mean in general. What is the purpose of it? I don’t understand the function or purpose.
