Loader progress bar is Not showing when "Enable cart widget" is turned off

when opening webpage from outside, first thing that should come up is Loader progress bar and it is not showing when “Enable cart widget” is turned off
Open a separate window in different browsers does the same.
turning On “Enable cart widget” enables progress bar back.

Please assist

Have you made any changes in the original theme files?
Loading icon works fine on our demo site when cart widget is disabled.

I have not made any changes to original files, like I said all I did is disable cart widget.
were you able to see the problem on my site?

Hello,

You need enable Theme Options > Promo Popup > Enable promo popup > On.
Pop up window won’t be shown if you have Open popup on enter off and Show link in the top bar (Newsletter) – off.
Then loader will be visible.

Please try it.
