Since it is in local host and a very general issue it is really difficult to identify the issue.
1. are you getting any errors in the console?
2. enable the debug mode in your wordpress and see what is the error.
i just test on localhost, how can i use this license for domain. I cannot active it again on my domain.

Please check requirements described in the documentation https://www.8theme.com/demo/docs/royal/#!/installation_upgrade (“1.3 Requirements for Royal” section).
You may use the 1 license for the 1 dev domain and 1 live domain. But keep in mind that you can use our theme license for 1 end product only.

It seems you do not have any errors but you did not activate the theme.
Just put your purchase code in ‘Enter Purchase code’ and go through the setup wizard.

I’ve checked your Purchase Code and it is registered in our DB and you created account on our site using your purchase code, but Envato doesn’t verify it.
Seems Envato is experiencing some problems with their API to validate purchase codes. Unfortunately, this is outside of our control as it’s related to their servers. We recommend you retry over the next hours, once their API is back up it will validate fine.
Also, please contact Envato support about this.
