Please navigate to XStore >> Theme Options >> Header Builder >> All department >> All Departments Visibility > Select Opened and publish it.

1/ We have checked All department on our test site, It is working correctly. The issue only on your site.
2/ Please update now the WordPress 6.5.2 is available! and For seamless functionality and to prevent any potential issues, it is imperative that both the XStore theme and the XStore core plugin are maintained at their latest versions. We kindly request that you proceed with updating the XStore theme to the latest version, and Xstore core plugin, to ensure optimal performance of your site. https://xstore.8theme.com/update-history/

We kindly recommend that you take a complete backup of your site before proceeding.
After that check again.
3/ If the issue persist, We suggest disabling all third-party plugins (including cache plugins) that do not come bundled with XStore (https://www.8theme.com/documentation/xstore/plugins/included-plugins/ ), clearing the cache of the browser, and then checking again. It is possible that one of the additional plugins is causing the issue.
If the issue still persists, please keep all third-party plugins deactivated on your site and grant permission to debug your site, which includes deactivating all third-party plugins and on-site Customization. This will allow us to investigate and assist you accordingly.
Please note that you should take a complete backup of your site before proceeding.

Thanks for the reply Sir and as per your suggestions I updated to latest version of WordPress and also deleted the plugins I installed and I have taken backup of my website also as per Instructions provided by you . Please help me
