How Do I Add A 'Filter By Sale' widget

I’m able to filter by color, size, price, category. BUT i can’t seem to filter by sale. How do I do that?

By default, there is no such feature. You can maybe find a plugin that can provide such functionality.
Note that we don’t give guaranty for full theme compatibility with all 3-rd party plugins.
