How and where can i edit the cart page?
i need to add a static block to the page, and also edit the paymeny section.
But this seems impossible from the customizer?

Cart page is the default one from WooCommerce plugin – https://woocommerce.com/document/woocommerce-pages/ , so it has [woocommerce_cart] shortcode only.
You can add a static block in PreFooter https://prnt.sc/pqL5jPl8ZluK https://xstore.helpscoutdocs.com/article/45-8theme-page-post-layout-settings-8theme-post-options
and edit this static block – https://prnt.sc/0gLmalKcT60b using Elementor.
